Presentation and missions

The mission of the Committee for Public Involvement and Participation is to promote the participation and engagement of patients and social supported persons in the work carried out by the HAS (French National Authority for Health) and the three health system sectors: health, social and medico-social care. It is made up of equal numbers of individuals chosen primarily for their experiential knowledge as users of healthcare, social or medico-social facilities, or for their professional or academic expertise in the field of health engagement or citizen participation.

It is the successor of the Public Involvement Council, extending the ambition of the 2019-2024 strategic plan to make user engagement a priority.

The Committee’s mission is to promote the participation and engagement of health and social care users, in particular via:

  • the preparation and promotion of the HAS Board’s work, with a view to adopting documents specifically covering methods for user participation and engagement, aimed at all stakeholders in the health, social and medico-social sectors;
  • the implementation of actions to measure and evaluate the actual participation and engagement of users in the work of the HAS and in the health system;
  • the provision of support to HAS bodies to help ensure better consideration of user participation and engagement in all their activities.

At the request of the HAS Board, the committee may be tasked with carrying out work, studies or consultations that it deems useful for preparing its deliberations.

Composition

The committee is made up of 21 members with voting rights. It includes a broad range of practice types and experience in the health, social and medico-social sectors. Members were primarily chosen based on their experiential knowledge as users or their professional or academic expertise. However, some of them may have dual competency with regard to these criteria.

The current term of office runs from 1 May 2025 to 30 April 2028.
